What Is Gaming or Gambling?

Under PAGCOR's Responsible Gaming Code of Practice, "gaming" or "gambling" means any activity with wagers, odds, and a prize.

Who Is Not Allowed to Play?

As required by PD 1869 (PAGCOR Charter) as amended by RA 9487 and Malacañang Memorandum Circular No. 6 (2016), the following may not enter, stay, or play in gambling casinos or on platforms linked to casino gaming:

  • Government officials/employees connected to government operations
  • AFP/PNP members
  • Persons under 21 years old or students of any Philippine school/college/university
  • Persons in the National Database of Restricted Persons (NDRP)
  • Gaming Employment License (GEL) holders

When Does Gaming Stop Being Fun?

Sometimes gambling goes beyond entertainment and starts to hurt finances, relationships, and well-being. PAGCOR calls this problem gambling—wanting to play even when it causes harm, or wanting to stop but feeling you can't.

Common warning signs:

  • Spending or betting more than planned
  • Playing longer than intended
  • Chasing losses (trying to win back what you lost)
  • Debts, unpaid bills, or money trouble due to gambling
  • Thinking about gambling all the time
  • Borrowing/stealing/selling items to keep gambling
  • Conflicts at home, strained relationships, broken trust
  • Hopelessness, emotional distress, depression
  • Gambling problems affecting work, school, and family life

Excessive gambling can lead to stress, isolation, poor decisions, and wider community issues. Spotting these early matters—help is available.

Need a Break? PAGCOR Exclusion Programs

If gambling is getting out of hand, PAGCOR offers two confidential options:

  • Self-Exclusion – Ban yourself from gaming for 6 months, 1 year, or up to 5 years.
  • Family Exclusion – A family member may request a ban on your behalf for 6 months, 1 year, or 3 years.

How to Apply

Visit the PAGCOR Responsible Gaming Exclusion Program page and follow the application instructions (forms + valid IDs). Submit the required documents as guided.
